Most strategic initiatives contain two operational design gaps.

Before implementation, organisations move from strategic intent into project activity without first designing the operating behaviour required to deliver the intended outcomes.

After implementation, whatever design logic did exist is rarely retained as a persistent system. Execution continues, but the assumptions, controls, measures, sensors and signals needed to evaluate and adapt the design are lost.

Implementation creates capability. Execution tests whether the design works.

Operational design must therefore exist as a persistent layer between strategic intent and implementation and remain connected to execution through continuous learning and adaptation.
